:Avatar: Raya formal Wear

Since Raya is born into a family descended from the Northern Water Tribe, I figured that eventually- once she's learned everything about her heritage and ancestry- that she would adopt their formal wear with a few modern touches. This might also be what she wears at her "Avatar Ball" too. Haven't decided yet. Because she hasn't quite gotten to that point in the story where she's fully accepted her destiny.
