This is a grown up version of Sailor Saturn, NOT Mistress 9. I imagine that Hotaru as an adult in the Silver Millennium would resemble Mistress 9, however, so I drew her with the miles-long black hair instead of the straight/short shoulder length hair.

The black stars DO represent her past as Mistress 9, before she was saved by Super Sailor Moon and became Sailor Saturn, though. Next to Sailor Venus and Jupiter, Sailor Saturn is another favorite of the cannon Senshi from Sailor Moon.
